Curtis T. Horn faces 18 separate criminal charges, headlined by a premeditated first-degree murder charge, felony first-degree murder charge and aggravated arson charge.
The fire, set Saturday morning at the 7600 Block of Garfield Avenue, killed two individuals - 34-year-old Brandi Johnson and two-year-old Amiyah McClenton.
McClenton was the niece of Johnson. She would have turned three years old next month.
